okay the When they Cry universe seems to be just a massive game between different witches
3 have been noted so far in the newest games
"Witches"
Beatrice (ベアトリーチェ, Beatorīche?)
Also known as "Golden Witch", Beatrice is a witch who has lived for over a thousand years. It is said she resides in a world where concepts such as fate and probability can be visualized.
Bernkastel (ベルンカステル, Berunkasuteru?)
She is hinted to be "Frederica Bernkastel" in Higurashi no Naku Koro ni and greatly resembles Rika Furude.
Lambdadelta (ラムダデルタ, Ramudaderuta?)
Another witch who has supposedly fought Bernkastel in a "game". Her name and appearance hint at her being connected to Miyo Takano from Higurashi. "Lambadelta" (λδ) represents 34 when using Greek numerals and "Miyo" can translated as "3, 4" in Japanese. She is quite childish and holds a grudge against Bernkastel for finally beating her in their last game.

Fredricka is an omni-present being surrounding the Higurashi universe. Frederica is the writer of the poem about Rika's struggle to escape the fate of June 1983, giving hints about each arc. She likes playing with time and events, as seen in puzzle piece #52 and the end of the second season of the anime, entering an alternate world and stopping Miyoko's parents from dying. She even has an intention of making a world where Rika's or Satoko's parents did not die, or pairing Keiichi with various girls. Although she claims that she is not Rika, it's implied that she is the collective mentality of the several thousand reincarnations of Rika. The pronunciation of Frederica roughly resembles Furude Rika, and Bernkastel is well known for its wine. She is hinted to be one of the witches in Umineko no Naku Koro ni.
noting that Frederica has the same voice as Rika and in english their names share certain parts. So my theory here is Rika is an aspect of Frederica much like a Hindu avatar is of their linked god.
Comments now that we have finished Higu and Higu Kai and that the Umineko has it's manga on onemanga.......
